What does it mean when a form is compliant with Web Content Accessibility Guidelines (WCAG)?

When a web page or online form meets the WCAG standard for accessibility, it means information displayed on the screen is meaningfully communicated to and usable by all users, regardless of the way they access or navigate the page or form.
